The biggest wheels I've ever seen on regular cars are the ones in that picture above that I understand may or may not be real or those on that Kong car I've seen in a couple posts lately. Are there any that are bigger than 40"?

To answer the 1st question, yes it is possible. 2nd question, I have no idea, but I'd imagine it can move. The normal one - without the dual front wheels - can move, but does so relatively slowly for obvious reasons. Notice that the front wheels are doubled, but the backs aren't (I think you can tell, but maybe not). On most of the monster trucks, it's the rear wheels that turn, so doubling up the front isn't that big of a deal concerning mechanics.
