100k a lot? for a Honda? Its a lot compared to how little some early 90's models have been driven, but who cares, its an NSX. Plus judging from the pics, ( I know this is not a good way to judge) seems like its been taken care of...

realistic scenario:
buy for $35k. invest $15k on aftermarket. start running into problems @ ~150k mi. You cant bear to see your baby struggle anymore, so you sell her @ $15k. dump the aftermarket parts on blackmarket for $5k....in the end, thats $30k spent for 50k mi. of usage.

High mileage?
If its been treated well, absolutely not.
Our '97 TL has nearly 200K miles and drives smoothly with no rattles. I don't see any reason why this NSX wouldn't drive smoothly for years.

I wouldn't buy it for even 28K! The milage is hgih, and performance cars tend to be driven Hard. It also has had 3 different owners, it looks like, so the real history of this vehicle is faily unknown. Front seat looks worn, otherwise its in good condition. I'll pay 17k for this vehicle, myself. I don't mean to insult the owner of the NSX faithfull, so please no flames.
Now that's just an unrealistic number. These cars hold value, and even though it's over priced IMO, it is a 2000. I'd think a more realistic range would be $24k-$26k...

I can think of a few Corvette and NSX owners like this off the top my head.
EVERY car's story is unique.
Just checked Manheim's auctions. 5 were sold in the last 7 months, all ranging between 43-57k miles, and sold between $35k to $40k. Not the best price this guy is offering... It would have been a steal if it had half the miles that it has.
People who baby their cars don't drive them to 100K+ miles before selling them. Those types consider their exotics an investment, and thus keep the mileage super low! This car would be priced right for me, if it were a 30-50K, single owner vehicle.
I'd also check for frame damage. with 3 previous owners in different states, you really have no idea, what happened to this vehicle, which is why single owner pre-owned vehicles, usually go for more money.

They don't consider them investments, at least nearly anyone I've ever known. They baby them, they drive them for leisure. Some put miles on them, others don't.
People are different, so are their cars' histories.
