Filter - Circular Polarizer - List your filter

I'm still at a stage where I don't know a whole lot about photography, but just trying to do what's "right". I picked up a UV and polarizer filter kit from Staples. I know, but spending $100+ on something I don't understand yet doesn't sit well with me.
Anyway, does a polarizer really make a dramatic difference? I ask because I can't stop staring at some of my latest pictures. I can't express what's better about them; I can't identify what it is, but they seem so much more attractive.
Examples (I know there's a whole lot of blowout going on. I'm still learning):

A polarizer is typically used to reduce reflections in reflective things (glass, metal, etc.) it will also give you a deeper blue sky.
I think the differences in your photos have to do with the lighting and exposure more than the polarizer. The second 2 shots look to be more in the shade than the first. The 2nd motorcycle pics has great lighting.

You could pick up a step down ring for about $10, but you won't be able to use your hood with it. But when using a CPL, having a hood one gets in the way to start with.
