Amateure | Low Budget | 28-135mm f3.5-5.6 IS USM
I've read quite a few reviews on the 28-135mm IS and am very close to purchasing it (I need a decent walk around lens). From what I've seen, this lens typical goes for about $400. I was able to find a few online vendors selling this lens brand new for about $270-$290, with insurance being an option. Now my question is, should I trust purchasing this lens at this low price? The reason I ask is because I fear that I may be purchasing a soft/defected copy of this lens, hence the low price.

Buy your lens from www.bhphoto.com or www.amazon.com or www.adorama.com, even www.jr.com is good. Pay with a credit card as back up. You answered your own question about pricing, sometimes it can by a gray market item, if you have any problem CanonUSA won't fix it.
You also might want to check www.keh.com , you can get a good price on a used one. I just sold them a 28-200mm lens.
Some risk with below suggestion but I was able to find a good deal.
Local www.craiglists.com. I just got a 135mm f/2L from some guy, this is a $950 lens, got it for $600. I went to his house was able to look it over, take some pictures before I gave him any money.
