the problem is, even when they are caught, they don't seem to care.

ahh, let them be. Some poor lil chinese teen is sick of driving a little motor bike and is able to finally afford something that resembles an accord or xterra. I would die if the chinese market hongda has better trannies and reliability then the real Honda.
