My hid ballast went on my 03. Honestly just trying to prevent tickets at this point not to.spend.all this $$$ on my car. New part is way to freakn much an aftermarket on ebay or anywhere is 50/50. Somebody explain this hid conversions i keep seeing. Dude at autozone said he did one. What are n how do they work

Your car already has HIDs in it from the factory. That's what the ballast is for. If you don't want to purchase a replacement Acura ballast, I don't blame you. The prices they ask for 10+ year-old electronic parts that routinely fail is ridiculous. However, they do have the advantage of plugging right in and working fine.
In your case, you can get a pair of aftermarket 35W ballasts and attach them to the factory wiring by cutting off the original connector and splicing it onto the replacement's wiring. Unless you happen to find a ballast that supports a D2R bulb (stock in your TL) then I would suggest replacing both sides with ballasts made for a D2S and getting new bulbs as well.
