Help Needed: Mobile footer overlay not showing

Mobile footer overlay not showing
I noticed in some threads (possibly the ones with thousands of replies?) the overlay at the bottom that lets you select the page number or reply does not appear.

Also, it doesn't go to the newest post, it just goes to the beginning.

It doesn't happen all the time, or even often. But when it does, it doesn't go away.

And I'm on the latest regular release of iOS, using safari

When I had an Android, I didn't use any of the stock apps

Now I just like the simplicity and first party integration
