Help Needed: How does one change their user name? Asking for a friend.

How does one change their user name? Asking for a friend.
Is there a way for a moderator to do this? would it change all the user prior posts to the new SN? I think I've seen it on other sites before.

Send me a PM explaining the reason for the request, the new user name desired, and most important, who is your friend and why can't he do this for himself?

It will change all posts to the new user name.
