Is SPAM allowed?

I just got yesterday the following private message:

While is true I'm new on the forum, I never asked for mods.
So, probably the user is just mass sending the same private message to newer users.

I certainly don't care about the user's reputation (A.....).
Is this allowed? This is an inconvenient for new users, since we only have space for two messages.

This is definitely not allowed and I will warn that person that he will be banned if he repeats this offense.

I have removed the personal information from your post since we don't need to give him any more free advertising.
