"throttle actuator" $700 repair?
I had my 02 TL-S towed to a shop for reapir of it reving up and down 500 to 800 rpms. I was just told this would be a $700 part/labor job to replace the throttle actuator. Does that sound right for the part and labor?

yea that sounds like BS...no such part.
Sounds like you have a sensor malfunction or air control system malfunction. Does it drive ok and this just happens at idle?
Could also be a distributor issue - misfires? Are there any check engine codes?
Could be cam sensor (does our engine have one of those?)
Could also be a vacuum system leak causing the issue

we have a TPS throttle position sensor that goes bad
There have only been a few reported TB failures and dealer said 7 bills or so
iirc that was actually a broken throttle cable assembly plate and only way to fix was complete replacement
In one case ziner got corp to cover it goodwill!!
when you say `a shop` is this a place that specializes in acuras and imports- they would know the car inside out ..and own one or two themselves
or some generic shop where a diagnosis is made based soley on the fault codes --which as we all know are merely CLUES
If the service writer/manager whoever called you.. did not explain it until it was clear to you what was needed and why for that price = I would take it somewhere else
for the fee you will have to pay them for their diagnosis- it will save you if a $100 part and 30 minutes is the real problem
you didnt drive thru any great puddles that caused the engine to stall recently?
any work done on the car just before this problem started?
Im sorry to say that many shops are code chasing parts replacers.. not real mechanics

did you have the TB off the car and not clean the IACV on the bottem while you were there??
or removed intake manifold to clean egr but left tb in the car?
Thats very common to get crud stirred up and stuck in the wrong place
first place I would look for a low rpm surge,,that and all vac lines but dirty iacv is major suspect in these type symptoms
sure you could replace the whole tb for no good reason- or get a new gasket or 2 and a can of carb/tb cleaner

had one in my shop an 08 RL , revving High 800 RPMs 2000 RPMs it would look like some plastic looking device on the back of the throttle body that it is the actuator and controls the idle control that's the thing about electronic throttle bodies they can get expensive
Second, this thread is from 2010.
Last, AFAIK, 2nd gen TL throttles are cable operated. Certainly the OPs 2002 was.

The symptom being described by the OP is a clogged/dirty Idle Air Control Valve (IACV). It's been well documented on this forum.
Easiest, but most costly solution is to buy a new IACV.
Cheapest is to remove the IACV and clean it with carb cleaner.
