Question Tein street basis coilovers help

Okay, I've assembled my coilovers, however something does not seem right. The metal ring piece that goes in the rubber part that sits inside the mount isn't staying in on the front pieces. There is about an inch or so gap between the mount and the spring. The metal piece I'm talking about is just sitting on top of the spring rather than in the rubber piece like it is supposed to. Is this because I need to have them compressed since they were not pre-assembled? I'm switching over from A-spec and I installed them myself and no issues. Picture of the car below. I can post pictures of the coil overs and what exactly I'm not understanding if I wasn't clear enough in my message.

This is how it should be. Correct?
This is how it is though, since they just fall out of the rubber piece.
