2019 TLX ASPEC Winter tire size
I am about to buy winter tires for my 2019 TLX Aspec 3.5L version, original tire size is 19".
If I go down to 18 or 17" tire and rim, is there going to be a problem (like braking)
Anyone did this before or know anything about it?

there shouldn't be any issue going down in size since they use the same brakes as the regular TLX and they come with 17's. YOu can probably find a set of 2015 TLX wheels without tires for dirt cheap on ebay, craiglist, facebook, etc and get some nokians or blizzaks for them!
