Clearcoat fails when you do wax and protect the paint properly. Parking it in the sun alll the time also exacerbates the issue when it's not protected. There's no recall for this.
If you have dark paint it's even more susceptible to clear coat failure since it absorbs more heat and shows any clear coat imperfections more. I'd recommend doing a thorough hand wax 2 or 3 times a year. And not with some half-assed wax like "wash and wax" or something like that. I use Meguiars but the other brands are fine too. And it's really not that hard. Some people make it out to be more than it is. Plus, it's good exercise. "Wax on, Wax off " It takes maybe 45 minutes to apply and about an hour to remove/polish. Get some microfiber towels to do it with. I've used one of those motorized waxers before but I kind of prefer to just do it by hand. Of course, if you already have clear coat failure, you may want to contact a body shop to see what they'd charge to clear coat the area, which usually involves application to a larger portion of the vehicle to match. It may be a few hundred dollars. After that, keep up the wax. Or if you don't want to spend the money, at least start waxing at this point to mitigate further failure. Thing is, once it starts to fail, it seems to accelerate further clear coat failure afterwards.
