Driver seat lumbar support + head rest

Driver seat lumbar support + head rest
Is it normal that the head rest seems to be somehow attached to the lumbar support mechanism ?
It's hard to explain but basically, if I'm sitting on the seat and have the lumbar support deployed, my back pushes against it. That somehow seems to pull the headrest a little forward. Then, if I push my head back on the head rest, the lumbar support thingy seems to push itself forward.
It almost like the 2 are connected in a lever action sort of way.
If I'm not on the seat at all, the head rest still rocks forward and back but springs back into place if I let go of it. I clearly do see the back rest of the seat move with it though...
I don't even know if any of the above will make sense to anyone but throwing it out there either way...

Its definitely connected in some way. Like a bar going down the middle of the seat.

It's the active restraint mechanism:

In a rear collision you're body mass would push into the seat back and the mechanism moves the head rest forward to support your head.

You can either push with your head back on the headrest or push your back into the seat. One will move the other.
