Area Behind License Plate

I was replacing my license plate bulbs and when I popped the vanity cover off of one of them it shot straight into the hole behind the license plate.

What would the easiest way be to retrieve it?

Everything should be simple. Take out the clips under the bumper, shake the bumper and your cover should fall out from underneath.

Would I be able to access it when I pop the trunk lining back to change the tail light bulbs or still best to try to shake it out?

The trunk lining is on the inside of the car, you will have to retrieve it from underneath on the outside.
I always thought that hole was rather odd.

Excuse me, I'm Russian, and because of language problems I don't quite understand what does the trunk have to do with the hole behind the license plate in the rear bumper?
