Acura OEM? Yes, but some manufacturers do use higher kelvin bulbs. Many BMWs including Mini coopers come with Philips 85123 bulbs that are rated at 4900K. Almost all of the new lexus cars come with D4S bulbs rather than D2S, D4S bulbs are rated at 4800k.
Acura uses Osram Xenarc 66404 D2S bulbs, rated at 4300k.
Bulbs are the brightest and at the same time yellowest when they are brand new, as they age they will loose their intensity but will gain some color.

There is no need to change the bulb its already blue. It actually comes out more blue by the way the projector is designed its like more curved so you get the blue. Compared to my cousins 3G TL his HID is more blue then my mercedes even his father's RL is much more blue but both are 4300K HID bulbs. But if you want them really blue and you dont like the oem 4300K blue then just change them to Phillips 6000K Ultinons or Cool Power but be careful it will be really blue. Anything more then 6000K will get you a ticket. On the RL it is really really blue so becareful with your choices its possible it will turn the same on the TL. IMO dont do anything to the HID.

^ OGHK87JaY got it right, it is a huge misconception about the kelvin temperature of the bulb determining the "blue'ness", which is why people buy 6k bulbs when a 4300k will do just fine. The projector and how it has been designed such as light shields, the type of lens, frescnel or clear lens is the reason there is "blue'ness" A good looking HID should only be perceived as blue at certain angles, but still give off natural white light. Google, "color mod", or "clear lens replacement" for HID. A blue HID that makes everything in front blue, IMO is pretty ricer.
