If you're sending rim w/tires on them, send them on a pallet, shrink wrapped side by side.
Don't put cardboard on the rim face, you'll get cardboard burns on the wheels........
Hope this helps

I sold and shipped a set of stock 2000 TL rims & tires (mounted). I shipped them via UPS in 2 boxes, 2 in each box seperated by like a plastic type of stuff then by cardboard. Each box was 98 pounds and the cost was $93 from Connecticut to Ohio via UPS Ground.
Hope this helps.

*edit* to clarify, the TOTAL cost was $93.
