The cords/plies have seperated and that be caused by either tire impact or manufacturing defect. If a tire were run soft for a period of time this could also cause a problem with seperation.
It might be a tough sell to warranty the tire as a manufacturing defect, but have the shop take a look at the tire, never know.

The problem is usually more apparent in cheap tires, like Fuzions. Stick with a reputable tire brand next time and you shouldnt have the problem.

Fuzion is FireStone. Absolutely nothing wrong with them. Had them on my last car as well as on my wife's car.

Most sidewall bubbles I have experienced over the years were from impacts with something. The last one was on my TL from a very large pothole that bent my rim (no visible damage) and bubbled my sidewall.

Probably safe as any. Check Rock Auto $.32 cheaper but don't know about the shipping.
