It is my recommendation that if you want to drop your car and you are on a budget, then go with springs. I highly recommend spending a few hundred dollars for new shocks/struts as well since everything is going to be easily accessed at that point. Unless you or a friend are mechanically inclined and have the tools, you will also need to consider the cost of installation, which may run you two to three hundred bones.
I was just under $800 for Tein springs, Tokico shocks and installation charges. If you can find a gently used set of coilovers for around $500, then that would be an alright option as well. I think that lowering the car is best thing you can do aesthetically. With or without the A-spec body kit, a TL dropped about 1.5-2.0 inches is hott, so matter which way you look at it.
