Sidewall rigidity???

Is it true that 19" tires are designed to have a more rigid sidewall than 18" tires?? Some salesperson was trying to sell me 19" over the 18" that i originally wanted. the tire in question is the Falken Ziex 512. the sizes in question are 245/35/19 vs 245/40/18.

is this true or not?? was he just trying to sell me a set they had in stock??
