i really know very little about rims/tires, what all this offset stuff is... i need to be educated. could someone direct me to a good site that will teach me all this stuff?

i want to upgrade my stock rims and tires. any suggestions for a first timer who lives in NyC with potholes? i can probably spend $1500 total
