I'm 99.9% sure that the answer is no. Different platforms, completely I think.
If you're looking for a decent set that won't set you back too much, check out Ksports or Megans. H&R's are awesome too, but they don't come assembled, so I guess they aren't true coilovers, even though they're labeled so.

The 98-02 Accord chassis share parts with the 99-03 TL. An 04-08 TL unfortunately takes different parts. I think you will find that they will bolt in but won't have the right spring rates, valving, or stroke.
For the love of pete, don't get k-sports or megans. After the Teins you are going to see a downgrade in refinement. The H&Rs are good, but less value compared to the Teins.
erick, the possiblity that the H&Rs don't come assembled (I thought they did, could be wrong) doesn't mean anything as to how they are defined as coilovers. "Coilovers" are simply systems where the coil spring goes over the damper tube. In actuality, even the stock shocks and spring are a coilover arrangement. In the aftermarket, coilovers are defined as systems where the height is adjustable because of a threaded spring perch.
