H&R springs

This should be in the TL forum
But don't H&R springs provide a pretty modest drop? On the TSX, I don't think you would have any issues with rubbing. I can't comment on the TL, but I'd imagine it's the same.

It's because you're asking this in the 4th Gen. section. It should've tipped you off when you clicked on the 4th Gen. section. Not everybody in the 4th Gen. section has owned a 3rd Gen. like you have. You might not want to ask this in the 4th Gen. section and click on the 3rd Gen. instead.

Well, even though your are in the wrong forum
245/40/19 tires, are way too big for the 3G..... your speedometer must be off by about 5-6%
Second... what are the specs on your wheels? Width and Offset?
Chances are, no matter what, they are going to rub. unless you have a higher offset wheel then OEM

I cant give you a clear answer. you shouldnt rub, because the width is OEM spec. and the tire width is 245... so technically you shouldn't rub ...
BUT... those tires are too tall... the profile should be 35.... not 40... so.... the only way to find out, is if you drop it... lol.. worse case scenario, you'll need smaller tires

I have H&R race springs with 235/35/19 on all 4 corners with rolled fenders and I still rub a bit. But im running 10s in the rear with a +40 and 0 camber.
1st things first. H&R makes two different lowering springs for the 3g TL. The Sport Springs only drop your car around an inch or so, the Race Springs will drop you down at least 2 inches. I measured my fender before and after I installed my springs and my Race Springs dropped my car just a hair over 2.25 inches all the way around. I also blew my OEM shocks after only about 500 miles. So now I run Koni SP3 shocks that give you height adjustment.
So I would suggest that you either run full coilovers, or springs and Koni struts so you can adjust your ride height right where you need it so you don't scrape and rub

Yes.
A number of people (me included) have run Sport Springs (less than 1.5" drop) on stock shocks with no immediate issues.
I've run H&R Sports and stock TL-S shocks for 26 months and almost 30,000 miles so far; no issues. So far.

I am running H & R Sports with Tokico Blue shocks. I figured, why do the work twice, if it can be done at once. I bought both together and had installed together. Didn't want to run the risk of blowing a shock. Do it right, and hopefully nothing will go wrong.

The race springs probably contributed to the shocks being blown or premature wear just because they drop it more than 2". You should be able like Bearcat said to run a set of sport springs(1.5" drop) on the stock shocks with no problems, depending on the amount of miles on them now.

If I would have put the Race springs on my stock shocks they would have blown in no time.
