Constant noise from front right wheel while driving

I have this constant noise coming from my front right wheel that occurs while I'm driving and the wheel spins and it goes away as I brake and come to a stop. I recorded the noise and attached. Any idea what this could be? I went to my local mechanic and he said that it was my emergency brake but that wasn't it.

Sounds like your brakes to me, did the mechanic check the front brakes?

I just replaced my front Rotors and brakes about 2 months ago and it doesn't happen while I'm braking. I guess I can have the mechanic take a another look.

Your mechanic is an idiot. The e-brake is on the rear wheels, not the front wheels.

Is he the one that replaced your front rotors and pads?

Do a couple hard brakes to clean the face of the Pads. Almost sounds like you may have some sort of foreign substance in the pad. Otherwise inspect the dust shield to make sure it isn't coming in contact with the Rotor.
