114.3 is the separation of the bolt pattern in millimeters(i think).. the TL's is 5x4.5.. meaning each stud on the hub to mount the wheel is 4.5 inches apart from each other..

The 4 lugs are measured from opposing bolts and 5 lugs are measured to the center between the two opposing bolts.
17 is the rim diameter and the 7.5 is the rim width.
