Do you want a drop or just a really good suspension? I Hate Cars seems to have a pretty sick setup but only has a 1" drop (aspec springs/koni shocks) and some other work like sway bar etc. Anyway you can look at Tein basic or SS, neuspeed supercup kit, eibach, the list goes on. TL-s springs wont have a drop to them but are stiffer than base so it would be an upgrade. Depends on what you want but there are many options. The search is your friend much info to be found here.

If you want performance and a modest, daily driver friendly drop, skip the TL-S springs and go a-spec.
A really nice and really cheap performance setup for an '04 base 5at would be a-spec springs and shocks with TL-S swaybars. I would put this up against most aftermarket suspensions in real life performance.
You can get the entire setup, springs, shocks, and swaybars for $400 or less. I think this would be the ultimate budget suspension upgrade. I'm in love with my suspension setup right now but if I had it to do over again, I would probably go this route for half the price and only a small performance penalty.
You could swap it up with a Progress rear swaybar for a little more firmness but only if you upgrade the front to a TL-S.
If you're going for looks, aftermarket might be a better choice but Koni shocks with a-spec springs will drop it fairly low.
Don't forget tires. If you live in a warm dry climate a tire like the Nitto NT05 with the budget suspension I mentioned would put your car in a different class.

It's an upgrade but not much. As part of the package, the type-s had stiffer swaybars too. The springs aren't much stiffer. A-spec is more widely available and cheap plus you get a very slight drop.
