Where is the Ignition/Start Relay?

I have an 04 TL, auto, with about 110,700 miles. I've had starting issues for a while now, a couple months. It takes me about 5 times for my car to start up. The car does not turnover or even attempt to. I get a buzzing noise coming from my steering wheel column. Got my battery, alternator, and starter checked and everything cleared. I took it back to Honda a few months later and they told me starter. So I went and bought a stater myself and replaced it. Car still has same exact issues. There goes money for no reason. I've come to the conclusion it's either my ignition switch or start/ignition relay. I'll spend a couple bucks on a relay to see if that's my issue.

I've seen symptoms exactly like this on this forum, but it's always the starter in their case but not mine. I can't seem to find where the start relay is. Any help? Thanks.

It's at the under-dash fuse/relay box. There's a row of four relays above all the fuses. It's the one at the far right.
