Is the top of the center storage compartment supposed to slide all the way off?

Is the top of the center storage compartment supposed to slide all the way off?
Hi I am wondering with the big storage compartment in between the 2 front seats, the one that is covered with leather...is the top of that supposed to slide all the way off? I know it is supposed to be able to slide back and forth a little bit, but mine gets to the point where I think it should be stopping, and then if you push a little harder it will slide all the way off so you can take off the leather top part and separate it from the compartment...is that supposed to happen?
I recently got the leather on top of the compartment replaced so is it possible they forgot to attach it properly? Or is it supposed to slide all the way off if you push it a little harder?
Oh yea I have an '04 TL Auto.

its not supposed to come off, just slide far enough so it covers half of the first cup holder
