Stuck on installing new shocks, question..

So I'm installing new front shocks at the moment and I've disassembled most of the first shock and I can't figure out how to get the bump stop off. Is this black metal coupling (underneath the dust boot) supposed to slide off in this pic? It will not budge no matter what I do. Thanks for any advice..

I haven't done my suspension yet but I have been reading and searching bout it lately and found this yesterday. Thought maybe it would help ya some. Also, might be more help for this in the suspension section...maybe it will move there

Thanks LGCbp8, I managed to get it off about 20 minutes after I made this post.. Rust keeps on kicking my ass. I put the open end of the collar facing down on the wood there and bashed the top of the threads with a BFH (Big F'n hammer) and it eventually popped loose. Then the washer underneath was stuck too. Oh the fun.
