Sounds like engine slightly revs then turns off

OK, this may be normal but I'm not sure. I actually thought it might be "engine braking". Here's what happens, when coasting for a while and I release off the gas, it sounds like the engine would go to a slight higher RPM (for example, shifting to a higher gear with MT - the sound the engine makes when doing that) and then just sound like it turned off. (it doesn't turn off BTW). Is this normal?

Actually what it does is that it downshifts so the rpm shoots up and when you refer to the engine turning off, that is when it upshifts to a higher gear which makes the rpm shoot back down.
