Rear license plate screws stuck!

Rear license plate screws stuck!
I bought a new plate frame to replace the old one for my rear plate, but the top 2 screws will not turn! It's rusted and totally stuck to the old plate frame. I sprayed some PB blaster thingy and let it sit and still nothing. Any ideas on how to get this out?
