This pulley does not turn. What’s the deal?

Uh, so is the belt just grinding around it? That's the idler pulley. It should be turning.

If the belt is not installed and the bearing in the pulley isn't seized it should turn freely by hand. However with the belt installed its not going to move by hand, the big silver washer shouldn't be able to turn when the bolt is tightened properly either.

If that pulley isn't turning when the engine is running that belt will be toast pretty quick, it doesn't take long for a seized bearing in a pulley to make a belt snap.
