The quote you got is within reason, especially for a dealership repair. The power steering rack is actually a relatively inexpensive part, for the most part it's the labor your paying for. Replacing the rack requires extensive labor and man hours, which takes up a little over half the cost of the repair. I would highly recommend sticking with the dealer for the repair to guarantee the quality PS rack.

Mine was a remanufactured unit. I've got ~40k and 2 years on it with no issues. I assume they replace the soft goods (seals/gaskets) and possibly some rotating wear parts. Not sure why a legitimate reman unit wouldn't be acceptable. As previously mentioned, remember the post repair alignment.
