Parking Brake No Workie

So I replaced the rotors and brakes on my car last weekend. My parking brakes have always seemed a bit "loose" for lack of a better word. After changing the rotors, they barely would hold the car at all. Today I tried adjust them to tighten them back by clicking the adjuster down. After doing that, they now don't work holding the car on any type of hill if the car is facing up the hill. If it's facing down, it will hold about how it used to. So, what did I screw up or is it time to replace something? The pads look more or less like the new ones you can get at the store.
Being that I have a 6-spd, this is a rather large pain in the ass for me.
Any help any of you can give me would be greatly appreciated!

When you changed rear rotors, did you see the parking brake shoe condition? They are not that thick, a few mm brand new.
You must tighten the handbrake under the console. Pull hand brake up 3-4 clicks and then tighten from both console and parking shoe assembly.

I don't see how the pads would work only one way if they need replacing. But I will try to adjust the brake from under the console and if that does nothing, I'll swap out the pads.

Tighten the star wheel until brakes are tight against the hat and rotor won't turn, then back off slightly, maybe 7-8 teeth..
The star wheel needs to go upward to expand.

I hate it when I'm stupid. I was following the directions on a DIY on this site and it said to rotate it down to tighten. So I made it worse. I should have realized that when the brake went from sort of working to not working at all. Anyway, I did just as you said and now it works as it should. Better than before. Thanks!
