My HID fogs suck, but why?

So I installed my 3000K 35w HIDs that I got from HIDXtra on Black Friday in my Accord fogs recently and they seem dimmer than the OEM 55w halogens. Some quick research shows the OEMs should be somewhere around 1000 lumens and the HIDs somewhere around 3500 lumens. Now I know the beam is going to be more scattered with HIDs in a halogen housing, but that shouldn't stop them from being brighter, just not as focused.

Now, I do have yellow film over my fog lights but if anything this should be more of a disadvantage for the halogens since only about 80% of the light is coming through from the white bulb. I should be getting a lot closer to 100% of the spectrum of the 3000K bulbs getting through the film therefore closer to 100% of the 3500 lumens.

Anybody have any thoughts on this? I've emailed HID Xtra asking the same question.

the yellow film will block a lot of light. With anything other than a clear lens, light ouput is blocked and you will not get as much output as you would like. When you have any type of colored lens, you should go up in Watts, but if you did that, you would most likely melt your housing. I would reccommend removing the yellow film, since the 3000K lights are yellow anyways.
