Do you have an HID kit for the fog lights? Or are the low/hi beam bulbs after market? I ask as I have seen this before where someone had a set of HID kit in the fog light opening and the bulbs burnt out and left a salt residue inside the whole headlight. The inside of the lens needs to be polished in order to take the salts off. You'd need to take the headlight apart and do it.

im not sure if i have HIDS or not i know i have a ballast but it looks stock i think the only thing that was changed was the reflectors being removed and changed the turn signals to LED's but im sure they are plug and play....
how is it i go about cleaning them since i have no idea how to remove the headlamp i know here and there about tools but i dont see any bolts behind the headlamp to try to remove it
EDIT!!: my fog lamps are not HID! they are these
and this is how it looked when i got her

Check the low beam HID bulbs then, are they OEM Osrams or are they after market? In either case the salt is from the bulb, I am sure it will soon go south on you as well.
You'd have to take the headlights off of the car using the DIY provided in the 3G garage thread, bake them open, clean the lens and then reseal them.
