HID fog problem. Only one side lights up at a time

so yea..
- all the bulbs and ballasts work
- when i have both HIDs connected only the drivers side comes on.
- disconnect one side the other side works
- when i have the fogs on with one side connected and if i start connecting the other side the side that i'm connecting with start flickering and then shut off when i fully connect it

pretty much...i can only get one side to work at a time..

is this because i need a relay harness or something?

might be drawing too much current to run/start both.

edit: crap read the rest of your post lol maybe bad ground(s)? A relay is always recommended imo when modifying the electrical load on the stock harness.
