Headlight aimed too high

Headlight aimed too high
Hey Guys,
I recently took off my front bumper to wire up my fogs, and took out one headlight to see if I could replace some bulbs as well.
After putting everything back together, the headlight is now aimed too high, and even after maxing out the adjustment bolt is not to where it should be.
Where might I have gone wrong on putting things back? What are your thought on the next steps to take?
The odd thing is that the headlight sits exactly as it should, its not recessed anywhere or sticking out anywhere..
Advice is appreciated - thanks in advance.
