Brake problem

Brake problem
I had to change the rear brake pads and had the rotors turned. We have bled all four of the lines and got all of the air out and until new fluid was running thru, but I still don't have a full pedal. When I brake hard the ABS doesn't kick in either. Called a couple of shops and they mentioned that the system may need to be "pressurized"? Any suggestions?

Well, there shouldn't have been any air in the system from just changing the pads and rotors, so if bled, I'd check that it was done properly, proper sequence and right bleeding method. If a M/T or TL-S, there are 2 bleeders on each front caliper, 1 on each rear.
Possible that there is air in the system so not a firm pedal therefore the ABS won't kick in as the brakes aren’t strong enough to lock up any wheel/tire.
When they speak of "pressurized", I'm assuming that they are referring to bleeding the system by pressurizing the system through the master cylinder, but an effective bleed can be done manually, if done correctly.
