Belt tensioner tq question

I'm replacing the belt tensioner on my 08 tl. How tight should this bolt be? If I really tq it down the pull won't move at all but if I go just past finger tight it spins fine but seems like it'll loosen and fall out...in other words..I'm stuck for now haha

Depending on where you purchased the pulley, have heard that certain numbers won't work as the outer washer
hits the pulley which seems to be your problem. You should be able to tighten the bolt down and not worry about
the pulley turning/not turning as the pressure should be on the internal sleeve.

That makes a lot of sense. I tightened this thing as tight as I could get it and it made this screeching sound like that metal piece was just spinning. Which it is. I tried to take it for a test drive thinking maybe it was just working itself in and scared the piss out of myself. Test drive at 4 am..and all of a sudden the battery light came on..power steering locked up, the whole idler pulley completely off hahaha. I got the belt and pulley assembly from CarID.com.
I'll try again here in a little bit. See if taking that metal washer off works. Thanks for the reply, no BS haven't sleep at all worried I screwed our semi-new car up badly
