3G headlight defect??????

Hey guys i was wondering how to go about getting this cleaned?? First off i would love to know what it is and how it happened??? I tried headlight restore kit, meguiars plastx, and polished with buffer dont come out?? I believe they are deep scratches maybe from the heat of the bulb effecting the plastic?? You can only notice it when the hids are on and your looking from the side view! When the lights are off it looks perfect!!

So is there anything i can do to fix this???

Difficult to see in the photos, but when I removed deep scratches from the cover, I would sand them with different grades of wet sandpaper then use plastic polish. Have come across some covers that scratches were so severe nothing could bring them back.

Guess I'll try to wet sand them then. If that don't work I'll just buy a new pair of clear head lights which Id rather have anyway!! Thanks!!
