If yes, check fuses.
If no, check battery, clamps, battery cables and grounds.

The problem still sounds like a fuse or relay.
Try pulling and replacing the #7 fuse in the under-dash fuse box, then fuse #4 in the engine-bay fuse box.
(Confirm those fuse location numbers with the diagram on the fuse box covers and owner's manual)
Don't look at the fuses- just pull and replace with a new one.
Or use a multi-meter to determine if there is a problem with those fuses or one of the MICU fuses.
Try pulling and replacing the #7 fuse in the under-dash fuse box, then fuse #4 in the engine-bay fuse box.
