If install the accord inspire fogs on a base 04 3g TL will it be better to go with a short ram or cold air intake?

I don't understand the relationship. That's akin to asking, "if I eat peanut butter today, Will it be 80 degrees tomorrow?"

I'd say under no circumstances should you use a short ram unless you just want performance to suffer.

I got a good chuckle but I think here's scared of the proximity of the CAI to the fogs once installed.

CAI will be fine. You will have to relocate the lower horn on the passenger side, but I've added instructions in the Inspire fog DIY for that.
