I'll tell you what it looks like to me...looks like a e-shift procat 3rd cat, and they are 200 cell count. Plus, they were known for failed welds, right?
And I bet the plate that says METAL CAT is what fell off.

Actually, I'm 99% sure it's a Random Tech High flow cat. It is a 300 cell metallic cat with a rotating flange like the one you took pictures of.
