Keep Right Except to Pass
The HFL's Bluetooth stays on for a limited amount of time after you turn off the car so that if you were using the HFL you can complete a call. I don't know the exact amount of time, but it's probably in the 3G Garage somewhere. It will shut itself off after a while.
I think the best practice is to shut off the Bluetooth on your phone before you shut off the car (or at least turn off the engine, then turn off the Bluetooth on your phone, then finish turning off the car). It eliminates the problem you're describing, it saves battery power on your phone, and it reduces the chances of the HFL bug that flatlines the temperature display. You'll see the phone icon disappear from the display in your car as confirmation. Also, if you have a phone that goes into discoverable mode any time you turn on the Bluetooth (the iPhone does this, for example), it's advisable for security reasons to keep the Bluetooth turned off except when you're actually using it.

Also, there was a TSB for some '04 HFL units that were not turning off, thus killing batteries.
