The halogen bulbs in teh Accord fogs will also create a lot of heat (especially if you try to touch the lense right after shutting them off--duh!). Is it as much as HIDs? Do not know, never measured it.
I have the 35W HIDs in my Accord fogs and have had no heat related problems for about 3 months now.

2G TL's have HIDS with no projectors, why dont they glare?

Because they were designed properly. Projectors have nothing to do with HID or halogen. You can find both types of bulbs in projectors. Just like you can find both types of bulbs in reflector housings. Its all about how the housing, reflector, and lens were designed.
