Yup its on the first click, Honda had this since 1998 Accord, back then I thought the electrical system is F*up in my accord but came to realize it does the same thing in my TL and my mom accord so i knew its feature. Acura didn't carry this feature over until 2004 lol.

Wow didn't do it for me today or maybe it's not that big of a difference in the slow down?

On the (s)lowest intermittent setting it nearly stops long enough at a red light to make me think they're not on. I never paid attention on how long you need to be stopped for that to happen, it just does it and that's good enough for me.

turn the intermittent to fastest speed and turn the knob 1 click and start to drive you will see, during driving it wipe fast a 2nd click (not fast as 3rd click) but when come to complete stop or under 5mph it will have a pause between wipe.

I'd pick up a G37 over a TL these days.. I mean, I have no complaints with my TL Type S and I probably still wouldn't trade it anytime soon. I'd just simply do it for it being a newer car.
I also would never have purchased a base TL. The interior & exterior is just not visually as appealing to me. But to each his own.

2006 NBP TL MT6/ 02TL-S
Since you're looking to mod it for increased performance, why aren't you looking at an 6sp MT? Since you're going to replace a bunch of stuff on it anyway, I think I'd look for a higher mileage base MT or TLS-MT and save a lot of money. Miles are nothing to these cars, especially highway miles. And, if it is only going to be a weekend car for you, you won't be putting a lot more miles on it.
I bought a 06 NBP 6sp MT out of Houston with 119,000 miles on it. The car looks almost new inside & out and drives great. Beautiful one owner car well cared for. new timing belt, water pump, & acc belt, tune up, & fairly new tires-$10,200 + $130 for an inspection service + $500 shipping.

I haven't checked into it really in-depth, but I usually use the 1st notch on my wiper control and use the adjuster. It may not work in the fastest mode for the sake of safety?

^^^it only work in the first click.

Well, if you're going to substantially modify the base TL you have a point, but there's one, or maybe two, things the Type-S comes with that are harder to come by - the LSD and the Bembro front brakes - so if performance is your goal, you may as well go for the Type-S, which can be a little easier to find in a manual anyway.
