Now .. I want to know if the front lip of the a-spec kit ( 2004-2006 ) will fit on the type-s front bumper ?

No it won't because the 04-06 has smaller lower grilles (TL 2007-2008 are larger for the fog lights). You can retrofit the base 2007 TL one (Very similar to the 04-06 one) like JPTL04 did with a little bit of work.
