Throttle cable/Butterfly location

I may be wrong, but isn't the TL drive by wire?

the TL is indeed Drive by wire.
to clean throttle body(which it wont be as dirty as you think it will be, to cause power loss the throttle body needs to be BLOCKED with carbon deposits.)
you'll need to remove the intake filter housing.
then, you can either remove the throttle body from the intake manifold or just clean it while its attached to the IM.
again, it'll probably have a carbon dust ring inside the throttle body; but that is normal and it will not affect performance at all.

Putting the car to KOEO and holding the pedal down doesn't open the throttle body on the TL?
I know newer chevys and ford throttle bodies can be opened that way.
You'll need 2 people to do it though. 1 Person to hold the pedal down in the car. 1 Person to clean the throttle body while it's open.
