Is this safe?
I bought a pair of Nokya Arctic White 9006 bulbs for my fogs for my 04 TL. The 9006 bulbs say 100W on the packaging which is supposed to mean they give off the output of a 100W bulb. I received the bulbs and the bulbs themselves actually say 12V 80W. Are these safe to install?

Well first off, a little clarification is in order.
The 9006 fog lamps are not HID's. They are incandescent lamps. HID lamps are High Intensity Discharge and operate on an entirely different principle.
A lamp's wattage has little correlation to its light output. The thing to look for is lumens, not watts.
Now as for your question regarding whether or not the 9006 lamps you've chosen are safe in your installation, consider this. An 80 watt 9006 operating on a 12 volt system will draw 6 2/3rds amps. The standard for the 9006 lamp is in the vacinity of 50 to 55 watts. A 55 watt version draws 4.58 amps. So you may want to check the fuse for that circuit to be sure it is able to handle the extra load (not to mention the wiring).
If you're looking for a blue-white light, you might want to give that another thought. That temperature does not work very well in rainy conditions and in fog, it is questionable, too. Take a look at the Philips Premium lamps. They do a very good job as fog lamps with increased light on the road and to the sides.
